Silence on the LRT

I ride the LRT lines at least 10 times a week. It's the most convenient way to get to Manila from Katipunan, and it makes plotting one's schedule easy since travel time is constant.

Only recently, management has introduced the silence policy onboard. In between stops, the public announcement system goes on to remind passengers to be 'considerate of others, to avoid playing loud music such as mp3 players, etc.' There are also notices inside the train (probably for passengers who can't hear the PA system due to their loud music) which includes 'refrain from talking or laughing out loud.'

By the looks of it, management is having a difficult time imposing the policy. For one, even if voices were regulated/ modulated, the sheer volume of passengers riding the train especially during rush hour simply amounts to noise.

I have a suggestion though. Why not make Wifi available onboard? Just so the passengers would be occupied. Instead of talking, they can now check their mail or Facebook accounts while travelling to their stops. Or they can communicate through instant messaging. Why not, when the lines are once again proposing a price hike to be implemented come October? The noise problem would be minimized (hopefully), and the passengers would at least get the impression that they are getting their fare's worth, and that the government is trying to make life comfortable for them.
