I wonder…

Will e-government breed more Atty. Veranos?
Felisberto Verano is thelawyer for the alleged “Alabang Boys” and the one who drafted the release order of his clients using a paper with the DOJ’s letterhead. Believing that there is nothing wrong with what he did, on national radio, he reasoned that:

I [only] wanted to protect my client. I have to move because it was Christmas time. I handed it to the secretary (Gonzalez). Had I forged it, that is a different matter, (referring to the release order)

I wonder…if in the world of hard copies and papers this incident could occur, will it proliferate more if we go high-tech and allow court processes, and important documents be sent through e-mail? The IRR of the E-Commerce Act provides for guidelines and standards to make sure that a document’s authenticity, reliability and integrity is preserved, but, with the likes of Atty. Verano, how can we be sure that these standards will be observed?
